At the recent international conference held in Calgary, Alberta, Canada, the Philippines called on international oil and gas companies to invest in the development of the Philippine oil industry.
A 12-member delegation from the Department of Energy (DOE), the Philippine National Oil Company – Exploration Corporation (PNOC-EC) and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) made this call while participating in the 24th World Congress (WPC) held in Calgary from September 17 to 21, 2023.
Recognized as the world’s leading oil, gas and energy forum, the WPC attracts heads of state, energy leaders and technical experts who discuss the challenges and opportunities of managing the world’s oil and energy resources. The event is held every three years in CMP member countries.

This year, some 10,000 visitors and more than 5,000 delegates from 111 countries attended the CMP, which had the theme “Energy Transition: the path to Net Zero”.
Led by DOE Undersecretary Alessandro Sales, the Philippine delegation attended the various meetings, sessions and activities related to the CMP.
One of the highlights of the CMP was the Ministerial Session on September 21, 2023, in which the Philippines participated. In this session, Undersecretary Sales discussed the prospects of renewable energy (RE) in the Philippines.
He highlighted that the share of renewable energy in the country’s energy mix is expected to increase to 30% in 2030 and 50% in 2040. During the transition phase, the Philippines will increase the use of liquefied natural gas. Next, Undersecretary Sales shed light on the Philippine Energy Contracting Program (PCECP) by explaining the process, contract award modes and evaluation criteria in awarding contracts for exploration in the Philippines under the PCECP.

He also presented the salient features and general conditions of the oil services contract awarded by the Philippine Government to the winning bidders. Undersecretary Sales also displayed a list of Philippine oilfield services contracts awarded to date.
Lastly, he highlighted exploration opportunities in Offshore Palawan, the West Philippine Sea and the BARMM. Outside the WPC, the Philippine Consulate General in Calgary, led by Consul General Zaldy Patron, hosted the Philippine Delegation meetings with private companies, academic institutions, industry associations and government officials, including the Minister of Energy and Minerals of Alberta , Brian Jean.
