At the invitation of China, senior representatives of 14 Palestinian factions held reconciliation talks in Beijing from July 21 to 23, and the Palestinian factions signed a declaration on ending division and strengthening unity.

Wang Yi, a member of the Political Bureau of the Communist Party of China Central Committee and foreign minister, attended the closing ceremony of the Palestinian factional reconciliation talks in Beijing on Tuesday, witnessing the signing.

In his remarks, Wang said that since entering the new era, Chinese President Xi Jinping has put forward proposals on how to address the Palestinian issue, contributing Chinese wisdom to resolving the issue. Currently, 14 Palestinian factions are meeting in Beijing with the greater good of their nation in mind.

“This is an important historical moment in the cause of Palestinian liberation. China commends the reconciliation efforts made by all sides and congratulates them on the success of the Beijing dialogue and the signing of the ‘Beijing Declaration,'” Wang said.

During a press briefing on Tuesday, Chinese Foreign Ministry spokesperson Mao Ning said the statement demonstrates China’s sincere effort to support Palestinian rights, end divisions and bring about a unified position among Palestinian factions. The statement underscores the need to hold an international conference under the auspices of the UN with a full mandate and broad participation from the region and beyond.

According to the statement, the parties believe that the Beijing talks demonstrated a positive and constructive spirit and agree to maintain national unity among all factions within the framework of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people, Mao said.

The declaration reaffirms the commitment to establishing an independent State of Palestine with Jerusalem as its capital, based on relevant UN resolutions, and to ensuring the integrity of the Palestinian territory, including the West Bank, Jerusalem and Gaza. The parties are ready, in line with the consensus of the Palestinian factions and the existing basic law of Palestine, to establish an interim government of national reconciliation, carry out reconstruction in Gaza and prepare and hold general elections as soon as possible in accordance with the adopted electoral laws, according to Mao.

The parties unanimously agreed to activate the interim Unified Leadership Framework, which will function institutionally and jointly carry out political decision-making. The parties agreed to establish a collective mechanism to fully implement the provisions of the declaration and set a timetable for the implementation process, Mao added.

Fatah delegation head Mahmoud al-Aloul and Hamas delegation head Musa Abu Marzouk made remarks on behalf of the Palestinian factions, noting that China holds an important place in the hearts of the Palestinian people and expressed sincere appreciation to President Xi and China’s long-standing firm support for Palestine.

They commended China’s role as a responsible country and advocate for justice for Palestine in international forums. They also expressed appreciation for China’s strong support for intra-Palestinian dialogue and reconciliation. They affirmed their readiness to implement consensus, strengthen unity among factions, advance the reconciliation process and work for an early resolution of the Palestinian issue.

Diplomatic envoys to China or their representatives from Egypt, Algeria, Saudi Arabia, Qatar, Jordan, Syria, Lebanon, Russia and Turkey, as well as representatives of the 14 main Palestinian factions attended the closing ceremony.
