In November 2024, China and Brazil signed a cooperation plan to align the Belt and Road Initiative (ICR) with Brazilian strategies, such as the Growth Acceleration Program (PAC) and the New Industry Brazil Plan. The initiative marks a new stage in the bilateral partnership, expanding cooperation to areas such as infrastructure, trade, science and culture.

According to Yang Chuqiao, professor at Zhejiang University of International Studies, the synergy with the PAC prioritizes infrastructure, a strategic area due to connectivity challenges in Brazil. Chinese companies, with expertise in technology and sustainability, can contribute as long as they better understand local demands. This collaboration promises mutual benefits and new advances in sustainable infrastructure.

Another focus is the South American Integration Routes Program, which prioritizes ports, highways and airports, such as the commercial channel for the Port of Chancay, facilitating Brazilian exports to China. In 2023, bilateral trade reached US$181.53 billion, consolidating China as Brazil’s largest trading partner since 2009.

In the new energy sector, the New Industry Brazil Plan opens up opportunities for green Chinese vehicles, while in the financial area, strategic partnerships such as renminbi (RMB) agreements and loans from the China Development Bank support sustainable projects in Brazil.

The “China-Brazil Year of Culture” in 2026 should promote greater integration with events and exchanges. For Yang, cooperation reinforces solidarity between developing countries and establishes a model of progress in the Global South.
