
Chinese President Xi Jinping has signed an order to promulgate a new set of regulations aimed at the protection of strategic facilities of the country’s military-industrial complex. The document was jointly published by the China State Council and the Central Military Commission (CMC), the maximum organ of the Chinese Armed Forces, which is also chaired by Xi.
The new standard seeks to ensure the safety, effective use and normal functioning of these facilities, considered essential for the modernization of national defense. The rule covers buildings, research centers, production areas, testing and storage of weapons, as well as files, data centers, ports, airports, railways and communication and observation stations linked to military activity.
Among the expected measures is the creation of protection zones, where the entry of persons, vehicles and vessels will be prohibited without authorization from the competent authorities. Activities such as photography, filming, audio recordings or drawing and notes in protected areas will also be vetoed.
The regulation, which comes into force on September 15, 2025, also determines that the security needs of these facilities are considered in planning the country’s socioeconomic development. Violations of the rules can lead to criminal liability.
