CPC Central Committee adopts decision on further deepening comprehensive reform

The 20th Central Committee of the Communist Party of China (CPC) adopted a decision on further deepening comprehensive reform in pursuit of China’s modernization at its third plenary session held from Monday to Thursday.

The Political Bureau of the CPC Central Committee presided over the meeting. General Secretary of the CPC Central Committee Xi Jinping delivered important speeches, according to a statement released Thursday.

At the session, the Central Committee heard and discussed a work report of the Political Bureau delivered by Xi, entrusted by the Political Bureau of the Central Committee, and deliberated and approved the Decision of the Communist Party of China Central Committee on Further Deepening All-round Reform in Pursuing China’s Modernization. Xi made clarifications on the draft of the decision.

The overall goal of further deepening comprehensive reform is to continue perfecting and developing the socialist system with Chinese characteristics and promoting the modernization of China’s governance system and capacity, the statement said.

“By 2035, we will complete the comprehensive establishment of the high-level socialist market economy system, make China’s socialist system more perfect, basically realize the modernization of the country’s governance system and capacity, and basically realize socialist modernization,” the statement said.

All this will lay a solid foundation for completing the construction of a great modern socialist country in all respects by the middle of this century.

The reform tasks outlined in the decision should be completed by 2029, the 80th anniversary of the founding of the People’s Republic of China, the statement said.

The Central Committee has made systemic plans on further comprehensively deepening the reform, he added.

In building a high-level socialist market economy, it is necessary to leverage the role of market mechanisms, create a fairer and more dynamic market environment, and maximize the profitability and efficiency of resource allocation, while placing equal emphasis on market vitality and market control. It is necessary to maintain market order and intervene in situations of failure, the statement said.

In promoting high-quality development, the communique said it is necessary to deepen supply-side structural reforms, improve stimulus and restraint mechanisms for promoting high-quality development, and cultivate new drivers and new advantages for development.

“We must complete the systems and mechanisms for developing new high-quality productive forces in accordance with local conditions and the incentive system for the deep integration of the real economy with the digital economy. It is necessary to perfect the systems and mechanisms for developing the service sector and complete the systems and mechanisms for building modern infrastructure. In addition, we will also perfect the systems for increasing the resilience and security of industrial and supply chains,” the text said.

In supporting innovation in all fields, the Party will deepen comprehensive educational reform, reform the science and technology system and the systems and mechanisms for nurturing talents.

To optimize the macro-control system, the statement called for coordinated reforms in key areas such as fiscal, taxation and financial matters, and for increasing the coherence of macro-policy orientation. The national strategic planning system and policy coordination mechanism should be optimized.

As for integrated urban-rural development, the Party should promote the equitable exchange and two-way mobility of production factors between urban and rural areas, so as to reduce their differences and promote the prosperity and common development of both areas, according to the statement. In addition, the reform of the agrarian system will be deepened.

Describing opening-up as the hallmark of China’s modernization, the statement said it is necessary to enhance the institutional guarantee for expanding opening-up with steady steps and deepen the reform of the administrative system for foreign and overseas investment, improve the configuration of regional opening-up, and enhance and promote the mechanism for high-quality cooperation under the Belt and Road Initiative.

Regarding the development of people’s democracy in an all-round process, the statement said: “We must continue unswervingly following the political development path of socialism with Chinese characteristics. We must maintain and perfect our fundamental political system and the basic and important political systems of our country.”

Regarding the rule of law, efforts were required to fully implement the Constitution, safeguard its authority and coordinately push forward reforms in the work of legislation, law enforcement, administration of justice and law enforcement, and perfect the mechanism for guaranteeing the principle that all are equal before the law.

The communiqué called for enhancing cultural conviction, developing advanced socialist culture, carrying forward revolutionary culture and inheriting excellent Chinese traditional culture.

In ensuring and improving the people’s well-being, the Party will improve the income distribution system, the employment-first policy and the social security system, deepen the reform of the medical, pharmaceutical and health systems, and at the same time optimize the support and service systems for demographic development.

Regarding ecological conservation, the statement said: “It is mandatory to improve the institutional system of ecological civilization. In a coordinated manner, we will reduce carbon emissions, minimize pollution, advance green development and maintain growth, as well as proactively address climate change and implement systems and mechanisms based on the concept of ‘clean waters and green mountains are as valuable as mountains of gold and silver’ as soon as possible.”

Regarding national security, the document pointed out that the Party should comprehensively implement the holistic view on national security, perfect systems and mechanisms that safeguard national security, and realize positive interactions between high-quality development and high-level security, so as to effectively ensure the country’s lasting order and stability.

On national defense, the communique called for upholding the Party’s absolute leadership over the people’s army and deeply implementing the strategy of strengthening the army through reform, so as to provide a strong guarantee for achieving the centenary goals of the People’s Liberation Army in 2027 and achieving the basic modernization of national defense and the army as planned.

On improving the Party’s leadership, the communiqué said: “It is necessary to deeply understand the decisive significance of affirming Comrade Xi Jinping’s core position in the CPC Central Committee and the Party as a whole and affirming the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.”

The statement stressed that China’s modernization follows the path of peaceful development. “We must firmly uphold the independent and peaceful foreign policy. We will promote the building of a community with a shared future for mankind,” it added.

Studying and implementing the guiding principles defined at the meeting is the important political task for the entire Party and the entire country, both now and in the future, the statement said.

While analyzing the current situation and tasks, the plenary session emphasized the importance of unswervingly realizing this year’s economic and social development goals.

It is necessary to coordinate development and security, effectively implement various risk prevention and neutralization measures in key sectors such as real estate, local government debt and small and medium-sized financial institutions, the statement said.

According to the statement, the plenary session decided to accept Comrade Qin Gang’s resignation and remove him from his post as a member of the Central Committee, and confirmed the disciplinary punishment decided by the Political Bureau of the Central Committee to expel Li Shangfu, Li Yuchao and Sun Jinming from the Party.

199 members and 165 alternate members of the Central Committee participated in the session.
